EASEMENT E-1617-40: CONSIDERATION OF A PERMANENT SANITARY SEWER EASEMENT DONATED BY RONALD AND YAN MORRIS FOR THE SEWER MAINTENANCE PROJECT FYE 2014.

BACKGROUND: In 2001, the citizens of Norman approved a five dollar per month maintenance fee providing for the systematic replacement of aged and deteriorating sewer lines. Sewer Maintenance Project FYE 2014 (SMP14) is rehabilitative in nature, generally bounded by Robinson Street to the north, Sherry Avenue to the west, Main Street to the south, and Berry Road to the east. The project was bid in phases due to budget constraints.
On April 12, 2016, the Norman Utilities Authority (NUA) approved Contract K-1516-122 with Urban Contractors, LLC in the amount of $1,784,680. Construction is in progress.
DISCUSSION: Easements allow installation and maintenance of public sewer lines. Two (2) new easements are needed to relocate a residential sanitary sewer line outside the project area (see attached map). Relocation is needed to improve flow and save money. Easement E 1617-42 is addressed in a complementary agenda item.
No cost is associated with this agenda item, since the owners are donating the Permanent Easement. The permanent easement is fifteen feet (15’) wide, with an area of about 1,367 square feet, as shown on Exhibit A attached to the easement agreement.
RECOMMENDATION: Staff recommends acceptance and filing of permanent sewer Easement E-1617-40.
