BACKGROUND: Contract No. K-1314-54 is a 3-Party Agreement between the Board of Cleveland County Commissioners, the City of Oklahoma City and the City of Norman for the cooperative roadway street resurfacing and reconstruction of SE 149th Street from Choctaw Road (aka 120th Ave NE) to Post Road (aka 60th Ave NE). SE 149th is considered Stella Road in the City of Norman. The Board of Cleveland County Commissioners approved this contract in its meeting of August 26, 2013.

DISCUSSION: The City of Oklahoma City proposed and funded a project to reconstruct their SE 149th roadway for five (5) miles where the south side of the road is located in the City of Norman in two (2) of the miles, unincorporated Cleveland County for 1/2 mile and City of Oklahoma City for the remaining two and one half (2 1/2) miles. The agreement provides for Cleveland County to provide labor and equipment to perform the demolition, drainage, stabilization and delivery of materials. The City of Norman is providing labor, equipment and supervision to perform the asphalt paving . The City of Oklahoma City is providing all of the necessary funds for the materials required for the entire five (5) mile project in an amount not-to-exceed $1,250,000. The reconstructed roadway is being constructed per the City of Oklahoma City standards. By combining the resources of Cleveland County, the City of Oklahoma City and the City of Norman, we are able to improve this joint section line road at a considerable savings to all citizens.

RECOMMENDATION: Staff recommends approval of Contract No. K-1314-54 and authorize the Mayor to execute it on behalf of the City....
