RESOLUTION NO. R-1314-19: A RESOLUTION OF THE COUNCIL OF THE CITY OF NORMAN, OKLAHOMA, ADOPTING A BUSINESS PLAN FOR THE CITY PARKING SYSTEM ON CAMPUS CORNER.

BACKGROUND: In order to provide adequate and convenient parking for Campus Corner customers, the Campus Corner Merchants Association requested that the City of Norman consider implementing a parking management system that includes a modern system of "smart" meters capable of supporting various payment options, variable hourly rates and monitoring of parking space demand, as well as un updated Parking Management Business Plan that outlines the specific details of its operation.
On April 23, 2013, City Council awarded Bid No. 1213-70 in the amount of $126,615 to IPS Group, Inc. of San Diego, California, for the purchase of a complete revenue control system for Campus Corner parking.
On July 3, 2013, the City Manager approved a $5,000 change order that compensates the vendor for the expenses associated with submission of Statutory Maintenance and Performance bonds. Thus, the total contract amount with IPS Group, Inc. is currently $131,615.
On June 25, 2013, City Council met in Study Session to discuss the details of the Business Plan and directed staff to prepare an agenda item for adoption. The specific recommendations made by City Council and the Campus Corner Merchants Association serve as the backbone of the Business Plan.
DISCUSSION: The attached business plan details the strategies and payment options available to customers and visitors who park in the 159 public parking spaces along Boyd Street, Asp Avenue, Buchanan Avenue, University Boulevard and White Street. It also formalizes the use of commercial loading zones and parking spaces reserved for disabled drivers.
