BACKGROUND:  In 2001, the citizens of Norman approved a five dollar per month maintenance fee providing for the systematic replacement of aged and deteriorating sewer lines.  The current, annual Sewer Maintenance Project FYE 2012 (SMP12) is rehabilitative in nature, generally bounded by Boyd Street to the north, Imhoff Creek to the west, Timberdell Road to the south, and Elm Avenue to the east (see map attached).
 
On October 14, 2014, the Norman Utilities Authority (NUA) approved Contract K-1415-26 for SMP12 with PM Construction & Rehab, LLC (PM) in the amount of $2,577,053.20.  Construction is in progress, within budget, and on schedule.
 
DISCUSSION:  Easements allow installation and maintenance of public sewer lines. Two (2) nearly parallel easements are needed to relocate a residential sanitary sewer line in the project.  Relocation is needed to improve flow and save money.  Easement 1415-34 is also included on this City Council Agenda.
 
No cost is associated with this agenda item, since the owners are donating the Permanent Easement.  The permanent easement is five feet (5') wide, with an area of about 350 square feet, as shown on Exhibit A attached to the easement agreement.
 
RECOMMENDATION: Staff recommends acceptance and filing of permanent sewer Easement 1415-35.
