RESOLUTION NO. R-1314-36: A RESOLUTION OF THE NORMAN TAX INCREMENT FINANCE AUTHORITY APPROPRIATING $13,506 FROM THE NORTHPARK TIF FUND BALANCE TO PAY FOR CHANGE ORDER NO. TWO TO CONTRACT NO. K-1213-67 WITH CGC CONSTRUCTION, L.L.C., FOR THE LEGACY PARK CONSTRUCTION PROJECT.

BACKGROUND: The Norman Tax Increment Finance Authority (NTIFA) approved Contract No. K-1213-67 with CGC, LLC on January 22, 2013, in the amount of $5,897,900 for the construction of Legacy Park. On 11 June 2013, the NTIFA approved Change Order No. One to this contract to provide for fountain enhancements.
Work at the park is ongoing with significant progress being made to the entry walls, underground utilities, restroom building, pond and berm construction.
DISCUSSION: Change Order No. Two was approved by the City Manager on August 27, 2013, as the amount falls within the limits of his approval. Items in this change order include:
1. Furnish and install additional concrete block and decorative block on the backside of the 24th Avenue south entry wall and apply water repellant and sealer to all concrete block. Actual on-site grades revealed more surface area of the backside of the wall which is very visible to north bound traffic on 24th Avenue. The cost for this item is $7,744.
2. Increase four storm drain inlets located on the west side of the pond to accommodate 30" storm drain pipe. These inlets accept surface drainage from the berm area west of the pond. The cost for this item is $2,663.
3. Remove additional asphalt from existing roadway to accommodate construction of new crosswalk where the south "wishbone" entry drive intersects with Legacy Park Drive. The cost for this item is $1,232.
4. Install 2" blow-off fitting necessary for flushing restroom water line. The water supply line feeding the restroom facility is a dead-end line. City inspectors requested adding this fitting to accommodate flushing the line. The cost for this item i...
