CONSIDERATION AND AWARDING OF BID NO. 1415-4 FOR THE PURCHASE OF TWO THOUSAND FIVE HUNDRED (2,500) 95-GALLON POLYCARTS FOR THE SANITATION DIVISION.

BACKGROUND: On July 17, 2014, bids were opened for the purchase of 2,500 new 95 gallon polycarts for the Residential Section of the Sanitation Division in the Utilities Department. The containers will be used by Norman residents for the collection of all non-hazardous waste.

DISCUSSION: There has been a slight increase in the cost of polycarts due to the rising prices of the high-density polyethylene resin which is used to manufacture polycarts. There has also been an increase in freight costs due to the higher cost of fuel. Proposals for the containers were distributed to four (4) vendors. Complete bids were received from all four (4) vendors.

Rehrig Pacific Company, Dallas, Texas - $49.95 per container
Otto Environmental, Eloy, Arizona - $49.92 per container *
Schaefer Systems, Charlotte, NC - $50.27 per container
Cascade Engineering, Grand Rapids, MI - $50.53 per container

Rehrig Pacific Company provided the lowest and best bid, meeting all specifications with no exceptions.

*Exceptions: Otto Environmental has a stabilizer additive of 0.5% by weight. Specifications require an additive of 1.5% by weight. The additive protects the containers against ultra violet rays (which helps keep the color from fading), ensures minimal degradation and protects the plastic resin. Also, Otto has a wall thickness of 0.15", not 0.175" as required in the specifications (added thickness will give longer life to cart when gripped with truck's grippers). And, when fully assembled, Otto's cart has a weight of 36.66 pounds, not 41 pounds as required in the specifications (extra weight will help keep cart upright in strong winds).

RECOMMENDATION: There is $137,500 budgeted for the purchase of polycarts. It is recommended that Bid No. 1415-4 be awarded to Rehrig Pacific Company in the amount of...
