ACTING AS NORMAN MUNICIPAL AUTHORITY - CONSIDERATION OF ACCEPTANCE AND AWARDING OF BID NO. 1213-8 FOR THE PURCHASE OF TWO (2) 35 CUBIC YARD SELF-CONTAINED COMPACTORS IN THE AMOUNT OF $18,425 FOR A TOTAL BID PRICE OF $36,850 TO CUSTOM MANUFACTURING FOR THE SANITATION DIVISION.

BACKGROUND: On August 2, 2012 bids were opened for the purchase of two (2) - 35 Cubic Yard Self-Contained Compactors to be used by the Commercial Operation of the Sanitation Division in the Utilities Department. The containers will be used by Norman residents for the collection of all non-hazardous waste.
DISCUSSION: Proposals for the containers were distributed to four (4) vendors. Complete bids were received from Roll-Offs USA, and Custom Manufacturing. There was no response from Robert's Truck Center, and Marathon Equipment Company. Custom Manufacturing provided the lowest quality bid. (Custom Manufacturing provides better quality containers than Roll-Offs USA. The containers are in use longer, there are fewer breakdowns and repairs on these containers than there are on those provided by Roll-Offs USA).
RECOMMENDATION: There is $87,390 budgeted for the purchase of compactors (and purchase of front-load dumpsters). It is recommended that the Norman Municipal Authority award Bid No. 1213-8 to Custom Manufacturing in the amount of $36,850 ($18,425 each). Funding is available in Refuse Receptacles (account number 033-5562-432.51-08).
