BACKGROUND: BRB Contractors, Inc. (BRB) was awarded Contract No. K-1213-129 on February 12, 2013 to complete the vaults for the Raw Water Line project. BRB completed the job that was abandoned by a former contractor in the middle of the job. Staff issued a notice to proceed for the Raw Water Line Phase I Vaults Project on February 27, 2013.

On May 14, 2013, the NUA approved Change Order 1 increasing the contract time by 64 calendar days for a revised completion date of July 1, 2013; the contract amount was not impacted by this change order.

BRB worked closely with staff coordinating shut-downs allowing the inter-connections between the existing concrete raw water line and the new 48-inch FRP raw water line at the vaults constructed at 60th Avenue NE and at the Water Treatment Plant (WTP). As a result, these crucial connections were made within two 10-hour windows without disruption of water service to our citizens.

Once the vaults were complete and connections made, BRB attempted to pressure test the 48-inch raw water line installed by the former contractor. Unfortunately, leaks were detected as revealed by pressure loss. One large leak was located and repairs were made to the raw water line under the allowance contained in the existing BRB contract. Additional pressure testing indicates that another small leak exists; however, project funding does not allow BRB to continue searching for it. Staff believes water from the small leak will eventually rise to the surface allowing final repairs to be made at that time.
