EASEMENT E-1516-16: CONSIDERATION OF ACCEPTANCE OF A PERMANENT SANITARY SEWER EASEMENT DONATED BY JEANETTE DUBOIS, ROY BRISCOE, AND MARVA BRISCOE, CO-PERSONAL REPRESENTATIVES OF THE ESTATE OF MICHELLE J. TULL, FOR THE SEWER MAINTENANCE PROJECT FYE 2013.

BACKGROUND:  In 2001, the citizens of Norman approved a five dollar per month sewer maintenance fee to provide for the systematic rehabilitation or replacement of aged and deteriorated sewer lines throughout our wastewater collection system. 

 

On March 24, 2015, the Norman Utilities Authority (NUA) approved Contract K-1415-91 with Urban Contractors, LLC (Urban) in the amount of $2,873,020 to replace sewer lines and manholes for the Sewer Maintenance Project FYE 2013 (SMP13).  Construction began April 6, 2015, and is on schedule and within budget.

 

DISCUSSION: An existing 8-inch sewer along Porter Avenue south of Rock Creek Road is in need of replacement.  As shown on the attached map, Sewer Line Maintenance Division recommends, and both NUA engineerng staff and the property owners agree, that a new 8-inch sewer line totaling 300 feet in length should replace the 730 feet of existing sewer line.  This will enhance sewer performance and reduce both current replacement and future maintenance costs.  This sewer line will be replaced with Change Order No. One to Contract K-1415-91 which is a companion item.

 

The property owners are willing to donate a new permanent sanitary sewer easement in exchange for abandonment of the existing sewer.  As shown on Exhibit A attached to the easement agreement, the permanent sanitary sewer easement is 15 feet wide with an area of about 4,275 square feet, or 0.1 acres.

 

RECOMMENDATION: Staff recommends acceptance and filing of permanent sanitary sewer Easement E-1516-16.
