BACKGROUND: The Norman water distribution system has two pressure systems (or planes) due to changes in ground elevation throughout Norman. The majority of Norman is at a relatively constant elevation allowing most customers to be in the "main pressure plane". Some areas in eastern and northeastern Norman are at a slightly higher elevation and would have marginal water pressures if served by the main pressure plane. The "high-pressure plane" (HPP) is supplied by a separate set of high service pumps at the water treatment plant (WTP).

The addition of another elevated water storage tank has been envisioned for several years. Computer modeling of the water distribution system indicates the greatest need for elevated storage is in the HPP in northeastern Norman (see location map). There is no elevated storage currently in the HPP; water pressure is provided via four constant speed pumps at the 1 million gallon (MG) clearwell at the WTP. The construction of the elevated storage tank will provide storage to meet fire demands and maintain reliable pressures in the HPP even during a short-term power outage.

DISCUSSION: Professional Engineering Consultants, Inc. (PEC) completed the design work under Contract K-1314-98 as approved by the Norman Utilities Authority (NUA) on January 14, 2014. As a part of the project requirements, a construction permit from the Oklahoma Department of Environmental Quality (ODEQ) is required.

The design drawings and specifications for the 1 MG water tower and associated appurtenances were submitted to the ODEQ on August 22, 2014 and were approved on September 15, 2014. As noted on the attached permit, the ODEQ requires permit receipt to be made a matter of permanent record in the City Council's minutes.
