BACKGROUND: The Oklahoma Highway Safety Office (OHSO) has informed the Norman Police Department that it has been awarded an additional $8,800 in grant funding to support prevention goals with reducing underage drinking and/or adult binge drinking. In previous years, OHSO has sub-granted funds to the Oklahoma Department of Mental Health and Substance Abuse Services (ODMHSAS) for prevention efforts. ODMHSAS, through the Board of Regents of the University of Oklahoma and the University's Southwest Prevention Center, has then contracted with the Norman Police Department for enforcement efforts that include highly visible alcohol enforcement operations entitled "Too Much To Lose". Unlike previous years, OHSO has requested that this enforcement portion of the grant be coordinated directly with the Norman Police Department to facilitate accurate and timely reporting. These funds will be added to the OHSO grant already accepted by the City of Norman (K-1617-73) for a total amount of $76,800, and it will be used to reimburse overtime incurred by officers engaged in enforcement efforts.

DISCUSSION: The Norman Police Department will utilize full time officers in an overtime capacity to conduct alcohol compliance checks for underage youth at retail locations, bar checks for adult over-service, and/or party patrols/controlled party dispersals. Highly visible alcohol enforcement operations are expected at least once each month, and will be developed in accordance with Oklahoma Department of Mental Health and Substance Abuse Services and the Southwest Prevention Center program guid...
