FINAL ACCEPTANCE OF CONTRACT K-1516-88: BY AND BETWEEN THE CITY OF NORMAN, OKLAHOMA, AND BOYCE INDUSTRIES, INC., D/B/A MISSOURI NEON/SIGNLINK FOR THE WAYFINDING PILOT PROJECT.

BACKGROUND: On February 23, 2016, City Council approved Contract No. K-1516-88 with Missouri Neon Company, and Change Order No. 1 in the amount of $42,371.50 for the fabrication and installation of ten signs making up the City of Norman’s Wayfinding Pilot Project. Change Order No. 1 in the amount of $636.00 added the cost of Statutory, Performance, and Maintenance Bonds to the original contract amount. Change Order No. 2 in the amount of $1,500 was approved administratively on October 6, 2016 and covered labor and equipment overruns resulting from utility conflicts and delays.
The project included eight signs to be installed along Main Street between Interstate 35 and the Downtown area. In addition, there were two more signs directing traffic from the Downtown area to the University/Campus Corner area.
DISCUSSION: The notice-to-proceed was issued to the Contractor on February 24, 2016; the completed construction date was May 9, 2016. A final inspection was conducted on May 20, 2016, by staff of the City of Norman. A punch list was developed and work has been completed. All work was in conformance with the construction specifications and City standards.
RECOMMENDATION: Staff recommends final acceptance of Contract K-1516-88.
