EASEMENT E-1516-24: CONSIDERATION OF ACCEPTANCE OF A PERMANENT UTILITY EASEMENT FROM THE OFFICE OF MANAGEMENT AND ENTERPRISE SERVICES ON BEHALF OF THE OKLAHOMA DEPARTMENT OF MENTAL HEALTH AND SUBSTANCE ABUSE IN THE AMOUNT OF $11,142.86 TO EXTEND FIBER OPTIC CONNECTIVITY FOR THE CITY OF NORMAN FROM FIRE STATION 9 AT 3001 ALAMEDA STREET TO THE WATER TREATMENT PLANT AT 3000 EAST ROBINSON STREET, SAID EASEMENT EXPIRING SEPTEMBER 1, 2035.

BACKGROUND: The City of Norman Information Systems (IS) department continues to expand a fiber optic network that connects the city functions with downtown. The fiber optic line is currently connected west along Alameda to Fire Station #9. IS planned to continue the line north to the water treatment plant and end at Robinson. To allow this installation, an easement was necessary from the State of Oklahoma Department of Mental Health for their property located adjacent to the Water Treatment plant. Future plans are to continue west from water plant and tie back into loop located at 12th NE and Robinson.
The fiber optic line will allow the water treatment plant to have a sufficient electronic backup of large amounts of reporting data collected continuously.
DISCUSSION: Lemke Land Surveying, Inc. surveyed the boundary of the utility easement necessary and prepared a legal description. Blake Rambo & Associates, Inc. performed an appraisal of the land and valued the land at $13,500 per acre. State of Oklahoma land manager office has aided in completing the attached Application for State Land Use Lease/Easement /Right of Way form.
Due to Oklahoma Statutes, Title 61, Section 322, the State of Oklahoma can only approve up to a 20-year easement. Easement E-1516-24, a permanent utility easement, from the State of Oklahoma office of Management and Enterprise Services on behalf of the Oklahoma Department of Mental Health and Substance Abuse can be utilized for the next 20 years.
