BACKGROUND:  On April 22, 2014, the Norman Utilities Authority (NUA) approved Contract K-1314-136 with Archer Western Construction, LLC (Archer Western) in the amount of $48,822,550 for construction of the Phase 2 Water Reclamation Facility (WRF) Improvements. The work began June 2, 2014 and the project is expected to be complete by November 18, 2016.
 
Discussion:  A new Oklahoma Gas and Electric Company (OGE) transformer is being installed to feed Motor Control Center (MCC) #1 located just south of the Environmental Services Building at the WRF. Transformer 1 will provide power to MCC#1 which serves, among others, the Headworks Facility and both digester complexes. OGE will install the new transformer and provide new underground power from the transformer to the existing overhead power along the east side of Jenkins. The new power feed is to be installed by boring under Jenkins and is scheduled to be complete in the near future.
 
Recommendation:  Staff recommends the City of Norman grant Permanent Easement E-1415-41 to Oklahoma Gas and Electric Company for construction, operation and maintenance of the electrical components for transmission and distribution of electrical current and communication messages.
