BACKGROUND: On March 21, 2013 a public notice was printed with a Request for Qualifications (RFQ) from contractors to provide abatement services related to mowing, securing of structures, and removal of health nuisances on private properties. Abatement work orders are issued upon failure of the property owners to abate nuisances after notification by the City Code Compliance Inspectors. Fees for service have been established by the City and the Request for Qualifications allows Staff to determine if the interested contractors have sufficient equipment and employees to address the City's work orders. The City prefers to have two abatement contractors under contract to be able to address abatement in a timely manner.
DISCUSSION: A mandatory pre-submittal meeting was held on Thursday, March 28, 2013 at which time two contractors were in attendance. Both expressed an interest in working for the City, and Complete Lawn Maintenance submitted his qualifications at that time. That company has been under contract with the City of Norman for many years. The other company intended to submit their qualifications, but failed to do so by the deadline on April 4, 2013 due to illness. Therefore, a contract for Complete Lawn Maintenance was forwarded to City Council, and was approved on April 23, 2013, to insure that the City had at least one abatement contractor.
Because it is preferable to have two abatement contractors under contract, Staff initiated another RFQ process in an effort to retain a second abatement contractor. A notice was published on April 18, 2013, a mandatory pre-submittal meeting was held on 25, 2013, and qualifications were due May 2, 2013. Only one contractor attended the pre-submittal...
