Title

EASEMENT E-2021-59: CONSIDERATION OF ACCEPTANCE OF A PERMANENT WATER LINE EASEMENT DONATED BY SALTGRASS, INC., FOR THE INTERSTATE WATERLINE REPLACEMENT PROJECT.

Body

BACKGROUNDThe restaurants and businesses along Interstate Drive have historically experienced various disruptive line ruptures.  This project will upgrade approximately 8,600 feet of old ductile iron water line with new C-900 PVC water line north of Interstate Drive from Sooner Fashion Mall north to Northwest Blvd, and along Copperfield Drive from Northwest Blvd to Interstate Drive, with an extension west into the Springbrook Addition.  The contractor will install approximately 3,200 LF of 12-inch, 1,800 LF of 8-inch, and 740 LF of 6-inch by open cut method.  In addition, the contractor will install approximately 1,180 LF of 12-inch and 1,500 LF of 8-inch fusible PVC pipe by directional boring method.

DISCUSSIONDue to utility conflicts within the existing right-of-way for Interstate Drive, the replacement 12-inch water line alignment was shifted further west onto the property for the six restaurants abutting Interstate Drive.  This 15-foot water line easement provides the necessary easement to allow for the installation, operation, and maintenance of the new 12-inch water line.  The easement is located west of Interstate Drive but east of the restaurants generally within the parking lots.

This easement, and the current line, overlays an existing gas pipeline easement, and the subject gas company has provided the City with authorization to proceed with the project.  This project will improve service reliability, and the property owner has donated this easement.

RECOMMENDATION:  Staff recommends acceptance of Easement E-2021-59 from Saltgrass, Inc.
