CONTRACT NO. K-1415-7: A CONTRACT BY AND BETWEEN THE CITY OF NORMAN, OKLAHOMA, AND METROPOLITAN FAIR HOUSING COUNCIL, INC. (MFHC) IN THE AMOUNT OF $20,000 AS AGREED UPON UNDER THE 40TH YEAR COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) AND THE FYE 2015 HOME PARTNERSHIP PROGRAMS.

PROPOSED USE OF FUNDS: The funding requested by MFHC will provide fair housing services for residents of Norman. Those services include educational outreach, investigation of fair housing complaints, and other related activities.
BACKGROUND: On May 13, 2014, Council approved the CDBG and HOME Program budgets in the amount of $1,040,054. The funding for the Programs is provided by the U.S. Department of Housing and Urban Development (HUD).
The budget was developed over a series of meetings of the Community Development Block Grant Policy Committee. This committee consists of thirty-two members that are appointed by the mayor as designated in the Citizen Participation Plan and ten that are elected as representatives from the five target neighborhoods. The proposed budget was unanimously approved by the Policy Committee on April 2, 2014.
Due to ongoing cuts in funding by Congress, the Policy Committee voted in 2013 to only continue funding for two agencies. Because fair housing activities are mandated by HUD as requirement of the CDBG and HOME Partnership Programs, funding of this agency was to continue. Also, because CART bus passes assist clients of all of the social service agencies, which was the only other agency to continue to receive funding in 2014 and beyond. The 2014 Policy Committee agreed with that decision, and forwarded the CART budget of $25,000 for Council approval.
DISCUSSION: The proposed contracts represent a total of $45,000 - $25,000 for CART bus passes, and $20,000 for fair housing activities that are a required part of the CDBG and HOME Programs. The contracts have been developed in conjunction with all City of Norman and HUD requiremen...
