Resolution No. R- 1213-148 has been added to the May 28, 2013 City Council Meeting Agenda. The Resolution is required in order to apply for FEMA reimbursement for removal of debris on private streets and private property as a result of the May 19, 2013, tornado in Norman. As the City of Norman has not previously applied for reimbursement for clean-up on private property, FEMA has advised City Staff that the proposed Resolution is a necessary step for reimbursement. It has been added to the agenda because, if the City wishes to receive FEMA reimbursement, FEMA must approve funding before any clean-up work is begun. The proposed Resolution declares that there is a substantial amount of debris from the May 19, 2013, tornado, and that, as a result, the City of Norman is in a state of a debris-related public health emergency. In addition, the Resolution states that it is in the public interest to have debris removed from private property in order to eliminate immediate threats to life, public health, and safety; and to eliminate threats of significant damage to improved property; and to ensure the economic recovery of the affected community to benefit the community-at-large.
