BACKGROUND: The Wastewater Master Plan (WWMP), adopted by the Norman Utilities Authority (NUA) in 2001, recommended that facilities treating an average daily design flow (ADF) of 21.5 million gallons per day (MGD) would ultimately be needed to serve the area approved for urban development under the NORMAN 2020 Land Use and Transportation Plan. The WWMP recommended expansion of the South Water Reclamation Facility (WRF) from 12 to 17 MGD and construction of a new North WRF with an ultimate ADF of 4.5 MGD.
In 2001, the voters approved establishment and funding of three new wastewater funds to address existing and future wastewater system needs. The existing Wastewater Fund, funded by utility user fees approved in 1996 (WWF), was supplemented by three new sources: a new Sewer Maintenance Fund (SMF) dedicated to replacing neighborhood sewer lines; the Sewer Excise Tax Fund (SET), dedicated to expansion of the sewer system to serve development added to the system after 2000; and a temporary Sewer Sales Tax (SST). Revenues are generated by user fees (WWF); by the $5 per month maintenance fee (SMF) for collection system rehabilitation; and by a temporary 5-year, 1/2 percent sales tax (SST), which ended September 30th 2006, to fund existing and obligated wastewater system needs as of August 2000; and an sewer excise tax to fund future wastewater system needs resulting from new development after August 2000.
In July 2002, the NUA purchased a 160-acre tract located northwest of the intersection of 12th Avenue NE and Franklin Road as a future site for a proposed North WRF in the Little River sewage basin.
