Title
RESOLUTION NO. R-1213-82:  A RESOLUTION OF THE NORMAN MUNICIPAL AUTHORITY APPROPRIATING $330,000 FROM THE SANITATION FUND BALANCE TO BE USED TO REPLACE UNIT NO. 229 AND MAKE REPAIRS TO UNIT NO. 230, BOTH COMMERCIAL REFUSE TRUCKS DAMAGED IN AN ELECTRICAL FIRE.

Body
BACKGROUND:  On June 30, 2012, Unit #229 (Commercial 2006 Peterbilt Front-Load Garbage Truck), was damaged beyond repair by an electrical fire.  The cab of Unit #230 (also a Commercial 2006 Peterbilt Front Load Garbage Truck), which was parked next to Unit #229 was also heavily damaged.  A rodent chewed through the wiring harness under the cab, which started the fire.  Due to the fire, Unit #229 has been totaled, and the cab and top shield of Unit #230 was damaged.  Fleet maintenance requested and received repair estimates from Rush Truck Center.

DISCUSSION:  This has put the Commercial Division in a critical situation because this unit is inoperable.  Occasional breakdowns to other units could create inadequate service to our customers because there are no back-up units to collect commercial solid waste while other vehicles are being repaired or serviced.  With two units and two routes down, this also creates more overtime for the employees.  This request has been postponed until Fleet Maintenance had completed all of the capital equipment purchases for the division to determine if there were any funds left in these capital equipment accounts.  The purchase have been made and there are no funds in these accounts to make to replace Unit #229 or to repair Unit #230.

STAFF RECOMMENDATION:  It is recommended that Norman Municipal Authority approve appropriating $330,000 from the Sanitation Fund Balance (033-0000-253.00-00) to the Commercial Capital Equipment (033-5562-432.50-04).  With this appropriation there will be enough to purchase a replacement for Unit #229, and to repair Unit #230.
