BACKGROUND: Contract K-1516-2 is an Interlocal Agreement between the City of Norman and the Board of Cleveland County Commissioners whereby cooperative roadway maintenance and construction activities are performed in the City of Norman. Cleveland County and the City approved the agreement in July. As a result of annual interlocal agreements, the County performs grading and graveling on approximately five miles of unpaved rural section line roads within the City of Norman. Approximately 50 miles of grading is annually performed by the County utilizing 600 tons of rock provided or purchased by the City. The County also provides labor and equipment to reconstruct and pave rural and urban roads. This agreement is a pivotal element in the City's 2010 Street Maintenance Bond Program for rural roads. By combining resources with Cleveland County, the City is able to improve considerably more miles of rural work.

Although the interlocal agreement has traditionally been for a one-year term, at Commissioner Haralson's request, the term of the agreement was changed to end on December 31, 2015 in hopes that future agreements will address emergency services in his district.

DISCUSSION: Amendment No. 1 to Contract No. K-1516-2 extends the term of the agreement to the end of the current fiscal year, June 30, 2016. Extending the contract will continue the practice of combining County labor and equipment with City supplies to grade, reconstruct, and pave roads in rural areas of Norman.
