RESOLUTION NO. R-1314-93: A RESOLUTION OF THE NORMAN UTILITIES AUTHORITY TRANSFERRING $45,000 FROM THE APPLE CREEK PROJECT ACCOUNT AND $80,000 FROM HIGHWAY NINE WATER LINE RELOCATION PROJECT ACCOUNT TO BE USED FOR THE BISHOP CREEK WATER LINE REPLACEMENT PROJECT.

BACKGROUND: Recently, Water Line Maintenance staff discovered that a 12-inch waterline at the west end of Cedar Lane had ruptured at an inaccessible location under Bishop Creek. The valves on either side of Bishop Creek were closed to prevent additional water loss but this action also eliminated a secondary water feed to customers in the Eagle Cliff, Cobblestone, Cedar Lane, and Monterrey subdivisions in southeastern Norman.
As shown on the attached location map, these subdivisions, as well as Astellas and the two new apartment complexes on 12th Avenue SE, are also served by a 12-inch waterline to the east and a 12-inch waterline to the north. Staff believes the replacement of the waterline under Bishop Creek is critical and must proceed as soon as possible. This work is currently unbudgeted.
DISCUSSION: The proposed work includes replacement of about 700 feet of ductile iron pipe partially within the Bishop Creek 100-year floodplain. Construction cost estimates were developed for several replacement options including the following:
1. Directional Drill 700-foot with 16-inch HDPE piping - $90,000
2. 180-foot Aerial Crossing with 520 feet 12-inch PVC piping - $131,000
The above options will utilize either 12-inch PVC piping or 16-inch High Density Polyethylene (HDPE) piping. The HDPE piping is thick walled to meet the required pressure rating and is called out by its outside diameter; thus, 16-inch HDPE is required to provide an inside diameter at least equivalent to 12-inch PVC piping.
