BACKGROUND: The Oklahoma Highway Safety Office (OHSO) has informed the Norman Police Department that it has been awarded an additional $10,000 in grant funding to support prevention goals with reducing underage drinking and/or adult binge drinking in partnership with the Oklahoma Department of Mental Health and Substance Abuse Services (ODMHSAS). ODMHSAS, through the Board of Regents of the University of Oklahoma and the University's Southwest Prevention Center, has signed a Letter of Collaboration with the Norman Police Department for enforcement efforts that include highly visible alcohol enforcement operations entitled "Too Much To Lose". OHSO has requested that this enforcement portion of the grant be coordinated directly with the Norman Police Department to facilitate accurate and timely reporting. These funds will be added to the OHSO grant already accepted by the City of Norman (K-1718-65, City Council meeting of September 26, 2017; item #33) for a total amount of $79,200, and it will be used to reimburse overtime costs paid to officers engaged in enforcement efforts.

DISCUSSION: The Norman Police Department will use full time officers in an overtime capacity to conduct alcohol compliance checks for underage youth at retail locations, bar checks for adult over-service, and/or party patrols/controlled party dispersals. Highly visible alcohol enforcement operations are expected at least once each month, and will be developed in accordance with Oklahoma Department of Mental Health and Substance Abuse Services and the Southwest Prevention Center program guideline...
