RESOLUTION NO. R-1213-132: A RESOLUTION OF THE COUNCIL OF THE CITY OF NORMAN, OKLAHOMA, APPROPRIATNG $500 FROM THE GENERAL FUND BALANCE RECEIVED THROUGH DONATIONS TO PAY EXPENSES FOR THE COMPREHENSIVE TRANSPORTATION PLAN CITIZEN SUBCOMMITTEE MEETINGS.

BACKGROUND: The City of Norman received five donations in the total amount of $500 to allow the Norman Public Works Department to provide refreshments at each of the five Citizen Subcommittee meetings for development of the Norman Comprehensive Transportation Plan. Section 8-111 of the City Code states that all donations valued above $250 to be received by the City of Norman, whether in the form of monies or any other thing of value, shall be required to be accepted by the Council of the City of Norman prior to any use or disbursement of such monies or thing of value by or to any City operation or cause. Because the individual amounts of the donations for the CTP Subcommittee were below $250, the City Council is not required to formally receive the donations; however, all of these donations have been received and deposited into the City General Fund and must now be allocated into a Public Works Department account in order to utilize the funds for their intended purpose.
DISCUSSION: The City's FYE 2013 Capital Improvement Program includes a project to develop the City's first-ever Comprehensive Transportation Plan (CTP). In November 2012, City Council approved a contract with Freese and Nichols, LLC to assist staff in the development of the CTP. In January 2013, City Council appointed 45 Norman citizens to four modal CTP Subcommittees to guide and assist the project team in the public input portion of the plan. Five Subcommittee meetings were scheduled on February 7, February 18, March 25, April 25 and May 23. Only one Subcommittee meeting remains to take place.
