BACKGROUND: The addition of another elevated water storage tank has been envisioned for several years. Computer modeling of the water distribution system indicated the greatest need for elevated storage to be in the high pressure plane (HPP) in northeastern Norman. The best storage tank location has been determined to be on existing City-owned property north of Robinson and east of 24th Avenue NE.
On January 14, 2014, the Norman Utilities Authority (NUA) approved Contract K-1314-98 with Professional Engineering Consultants, P.A. (PEC) to provide design, bidding and construction administration services associated with construction of the storage tank. The Oklahoma Department of Environmental Quality (DEQ) approved the design plans on September 15, 2014.
The advertisement for bids was published in the Norman Transcript and in several trade publications February 2015. Bids were received from five specialty tank contractors on March 5, 2015 and Landmark Structures I, L.P., was the low bidder at $2,636,000. On March 24, 2015, the NUA awarded the bid and approved Contract K-1415-17 with Landmark Structures I, L.P., of Fort Worth, Texas in the amount of $2,636,000. The Notice to Proceed was issued on April 27, 2015 and the work is scheduled to be complete by July 28, 2016.
DISCUSSION: Construction observation or inspection is required to document that construction is being completed in accordance with the approved plans and specifications. The design engineer, based in Tulsa, Oklahoma, is not able to cost effectively provide inspection services.
