BACKGROUND: On October 13, 2015 Norman citizens passed the Norman Forward Initiative which will fund various projects through a 1/2 % sales tax increase over 15 years. Included in the Norman Forward Initiative is a project to make improvements to the Westwood Tennis Center. This facility is a regular host to youth and adult tennis tournaments-from local and state-wide organizations all the way up to United States Tennis Association (USTA) sectional tournaments which are only awarded to USTA-sanctioned facilities. The total project for Westwood Tennis Center includes construction of an indoor facility on two of the existing courts, and two additional outdoor courts at the site. The indoor facility will be bid on a separate contract once the outdoor courts are constructed so as not to interrupt our ability to host these major tournaments. The Westwood Tennis Center is also operated daily for local users and has a large summer youth program, which will also benefit from these planned improvements.
DISCUSSION: RFP-1617-7 was advertised in The Norman Transcript, as well as in Construction Market Data, Bid News, Reed Construction Data, Southwest Construction News and e-Plan. Bid documents were distributed to four general contractors. One company that specializes in Tennis Court Construction responded to the bid. The other companies were contacted after the bid date and asked why they did not submit a bid. Two replied that they were too busy to commit to the project at this time.
