BACKGROUND:
City Council acting as the Norman Municipal Authority (NMA) approved Contract K-0708-114 with the Board of County Commissioners for Cleveland County on April 22, 2008, to lease an area of approximately 120 feet by 120 feet for placement of an eastside recycling center. The lease is renewable annually under the same terms and conditions for up to ten additional years, if agreeable to both parties.

DISCUSSION:
Contract K-0708-114 allowed the NMA to lease Cleveland County Fairgrounds property located at the west entrance off Porter Avenue for the eastside recycling center at no charge for one year. In exchange, the NMA paved the recycling center area and installed trees adjacent to the site at locations determined by the Fairgrounds Board.

Recently, County Commissioners alerted staff to the possibility of the county using the property for other purposes. The Board of Commissioners may choose to terminate the lease prior to April 22, 2018. Language is included in Amendment No. 9 requiring a notice of 60 days from the Board of County Commissioners, for termination of this lease. A new drop-off recycling center is being planned for a location on 12th Ave across from the 12th Ave Recreation Facility. This work is in conjunction with the proposed plan and work at Griffin Park. Signage indicating relocation of the center will be allowed for 90 days after removal of the recycling center.

Thanks to continued cooperation between the Cleveland County Board of Commissioners and the City of Norman, almost 420 tons of recyclable material was collected at the Fairgrounds recycling...
