FINAL ACCEPTANCE AND FINAL PAYMENT OF CONTRACT K-1920-3 BY AND BETWEEN THE CITY OF NORMAN, OKLAHOMA, AND SILVER STAR CONSTRUCTION COMPANY, INC. FOR THE LEGACY PARK PARKING LOT CONSTRUCTION PROJECT.

BACKGROUND: The construction of Legacy Park was completed in September 2015. The Park includes an amphitheater stage, cover and seating area; a one-acre pond with programmable lights and fountains; a promenade walk around the pond; a restroom building; extensive landscaping, irrigation and pedestrian lighting. For the past two years, the park has been the site for the @Legacy Concert Series, which has included a wide variety of local entertainment and continues to grow in popularity.
Legacy Park has a completed parking facility located on the west side of the property, accessed from the (east side) I-35 Frontage Road. The lot contains 29 parking spaces, 6 of which are dedicated as disabled parking spaces; this is three times the normal requirement for disabled parking in a lot this size. Thus, mitigating the issues of patrons with disabilities having to traverse longer distances to go to the Park and restaurants no longer having the negative effects of people parking in restaurant parking to attend events.
DISCUSSION: On August 13, 2019, the Legacy Park Parking Lot Project (Contract K-1920-3) was awarded to Silver Star Construction Company, Inc. in the amount of $175,750.73.
Three partial payments were made during the course of the construction of the project totaling $165,114.06.
On March 25, 2020, City of Norman Parks and Recreation Staff inspected the Legacy Park parking lot and found everything to be complete per specifications.
RECOMMENDATION: It is recommended the City Council accept the Legacy Park Parking Lot Project as complete and authorize final payment in the amount of $10,636.67 to Silver Star Construction Company, Inc.
