CONTRACT NO. K-1314-49: A CONTRACT BY AND BETWEEN THE CITY OF NORMAN, OKLAHOMA, AND THE NORMAN OPTIMIST CLUB FOR THE USE OF GRIFFIN AND REAVES PARKS FOR THE FACILITATION OF THE YOUTH BASEBALL AND YOUTH FOOTBALL PROGRAMS FOR THE PARKS AND RECREATION DEPARTMENT FOR A PERIOD OF THREE YEARS.

BACKGROUND: The Norman Optimist Club (N.O.C.) has successfully facilitated a youth baseball program at Reaves Park since 1999 and has also facilitated a youth football program at Griffin Park since 1991. Due to significant program growth the N.O.C. football games were moved from Griffin Park to Reaves Park in 1999. The additional fields and perimeter fencing made it more conducive to operate the youth football program at the Reaves Park location. Six fields at Griffin Park are now provided as practice fields for the N.O.C. teams.
DISCUSSION: Contract K-1213-61 was approved by City Council on 11 September 2012 for a term of one year and this contract expired on 11 September 2013. The one-year contract period was approved to allow the N.O.C. an opportunity to provide additional financial information pertaining to their programs. Since Contract K-1213-61 was approved, the N.O.C. has implemented better cash handling procedures at the park and added additional detail in their financial reporting as requested.
The term of the new contract, Contract K-1314-49, is for a period of three years. This term is consistent with other sports associations providing similar services in Norman. All other provisions of the contract are unchanged. This contract will supercede and replace Contract K-1213-61.
RECOMMENDATION: It is recommended that City Council approve Contract No. K-1314-49 with the Norman Optimist Club for the use of Reaves and Griffin Parks for the Parks and Recreation Department.
