BACKGROUND: The Woodcrest Interceptor improvements were recommended by the Wastewater Master Plan (WWMP), adopted by the Norman Utilities Authority (NUA) in November 2001. The WWMP proposed the enlargement of interceptors to meet obligated and future capacity demands.

The Woodcrest Interceptor Project replaced and upsized the existing interceptor. It is located in north central Norman and runs from near Lift Station D, south across Tecumseh Road, then southwest to near Porter Avenue and Rock Creek Road (map attached). It consists of almost 9,400 feet (1.8 miles) of new 24-inch and 15-inch sanitary sewer line. This is one of the last interceptor improvement projects recommended in the WWMP.

On March 8, 2016, the Norman Utilities Authority (NUA) approved Contract K-1516-86 with Jordan Contractors, Inc. of Tecumseh, Oklahoma, in the amount of $1,725,750 to perform the work. The Notice to Proceed was issued April 4, 2016, and construction began April 11, 2016.

On November 28, 2016, the NUA approved Change Order No. 1 (CO1) increasing the contract amount by $92,290 to $1,818,040. CO1 authorized directional drilling under Porter Avenue, manhole rehabilitation, and service re-connections.

DISCUSSION: All work was complete February 3, 2017, and the contract is now satisfied. Proposed Final Change Order Number 2 (CO2) is the reconciliation of bid quantities to final quantities. It results in a decrease of $161,547.50 from $1,818,040 to $1,656,492.50, or about nine percent (9%). Adjustments include the following:

* Some 15-inch pipe was not used due to the directional bore, as prescribed by CO1.
