BACKGROUND: The 2015 Water Well Lines project is a necessary component of the new water well project.  It will connect the recently drilled water wells into the drinking water distribution system.  Nine (9) new water wells have been drilled and their accompanying well houses are currently being constructed.  Well house completion is anticipated in December 2020. 

 

Staff has separated the water transmission line segments into two separate projects. The NUA approved Contract K-1920-95 with Garver, LLC on November 26, 2019 to design one of these transmission line projects which includes 11,200 linear feet of 12” transmission main extending to the west from Franklin Road and 60th Ave N.E. and 5,200 linear feet of 12” transmission main extending to the north from Franklin Road and 60th Ave N.E.  These proposed transmission mains were confirmed by staff utilizing our current water model.  Garver completed the design in July 2020.  

 

DISCUSSION: As part of the project requirements and per State regulations, a construction permit from the Oklahoma Department of Environmental Quality (ODEQ) is required.  The plans and specifications for the project were submitted to the ODEQ in July 2020, and were approved with the permit being issued on September 3, 2020.  As noted on the attached permit, the ODEQ requires the permit receipt to be made a matter of permanent record in the City Council’s minutes.

 

RECOMMENDATION: Staff recommends that receipt of ODEQ Permit WL000014200507 dated September 3, 2020, be noted and made a matter of permanent record in the minutes of the Norman Utilities Authority.
