BACKGROUND: On April 24, 2012, Council approved the 2012-2013 Application for Funding from the Oklahoma State Historic Preservation Office (SHPO) for the Certified Local Governments (CLG) program. The CLG Program is part of the US Department of the Interior program for the development and support of local historic preservation programs. The City was first approved as a CLG city in 1998. This is our fourteenth year of funding.

DISCUSSION: Designation as a CLG city includes recognition of Norman’s historic preservation efforts and entitles the City to apply for a portion of the education/outreach funding set aside by the SHPO out of each year’s budget.

In February 2012, SHPO notified City staff that $15,000 in funding was available for the 2012-2013 CLG program year. On August 17, 2012, the City of Norman received SHPO approval for Federal FY 2011 CLG Project Number 12-612. The contract budget includes four projects: a two-day masonry repair workshop for members of the public, a public workshop on infill development in and near commercial and residential historic districts, an architectural survey of historic automotive uses along the Porter Corridor, and sending staff to the State Preservation Conference in Perry, OK June 5-7, 2013. . The contract includes project descriptions and a budget including the documentation of required matching funds. The CLG program requires a 60/40 in-kind matching formula.
