CONTRACT K-1718-12: A CONTRACT BY AND BETWEEN THE CITY OF NORMAN, OKLAHOMA, THE NORMAN MUNICIPAL AUTHORITY, AND CEC CORPORATION IN THE AMOUNT OF $56,489.50 TO PROVIDE CONSTRUCTION TESTING AND SPECIAL INSPECTION SERVICES FOR THE NORMAN CENTRAL LIBRARY.

BACKGROUND: On April 25, 2017, the City Council approved a construction contract K-1617-83 with Flintco, LLC for construction of the new Central Library. As part of the construction process, testing and special inspection services for the project are to be provided by the project owner (City).
DISCUSSION: The proposed contract (K-1718-12) with CEC Corporation will provide for construction testing and special inspection services as required for the construction of the new Central Library.
These services include:
* Concrete compression testing
* Special Inspections (Fire Proofing, Structural Steel, Drilled Piers and Masonry)
* On-Site Observation of related material installation
These services are similar to services being provided as part of the Westwood Outdoor Family Aquatic Center and East Library projects. These third-party special inspection and testing services are standard for most building projects and are different than building permit inspections provided by City's Development Services Division staff due to the unique expertise needed for these inspections. Testing and Special Inspection reports are filed with the Development Services Division as part of the permit record once completed by the testing agency.
The City received three (3) proposals for testing services. Funding for the contract will be provided from NORMAN FORWARD funding for the Central Library project, Construction (account 051-9507-455.61-01). This funding has already been appropriated to the project as funding for these testing services was anticipated as part of the overall project budget.
