BACKGROUND: On May 12, 2016 A report from the licensed asbestos inspection was received regarding the four properties with dwellings on them that are to be demolished for purposes of the Norman Forward Central Library. The report stated three of the four dwellings contained asbestos materials that require removal prior to demolition. Four companies licensed by the State of Oklahoma Department of Labor (ODOL) to perform asbestos removal were contacted and asked to submit bids for asbestos removal at these city-owned properties. On May 19, 2016, quote packets were sent to four asbestos abatement contractors that were on the ODOL approved list.
DISCUSSION: Environmental Action, Inc., Oklahoma City, OK, Delta Environmental Services Company, Oklahoma City, OK, and Tec-An, Inc., Oklahoma City, OK, all submitted the required bid packets before the deadline at 2 PM on Thursday, June 9, 2016. The fourth contractor failed to respond or submit a bid. Environmental Action, Inc. submitted the lowest bid for $37,924 and as a result was selected as the contractor for asbestos removal at 115, 119, and 121 West Acres Street that must occur prior to demolition. The two contractors with higher bids were Delta Environmental Services Company with a bid of $44,620 and Tec-An, Inc. with a bid of $39,300.
This contract is only for the removal and disposal of asbestos materials. Demolition of the structures will occur under a new contract for that purpose once the asbestos elements have been removed and disposed of properly under this contract.
