CONSIDERATION OF AUTHORIZATION FOR THE PURCHASE OF A TRANSFORMER FROM OKLAHOMA GAS AND ELECTRIC COMPANY IN THE AMOUNT OF $42,021 TO BE USED FOR THE PHASE 2 WATER RECLAMATION FACILITY IMPROVEMENT PROJECT.

BACKGROUND: On April 22, 2014, the Norman Utilities Authority (NUA) approved Contract K-1314-136 with Archer Western Construction, LLC (Archer Western) in the amount of $48,822,550 for construction of the Phase 2 Water Reclamation Facility (WRF) Improvements (Project WW0065). The work began June 2, 2014 and the project is expected to be complete by November 18, 2016.

As a part of the work, existing electrical transformer #4 must be relocated to allow construction of the three new aeration basins and associated improvements. As this transformer provides power to the existing blower building and aeration basins, it must remain in service to maintain on-going treatment processes at the WRF. Relocation of the existing transformer to the proposed location will require a downtime of several days and would likely result in discharge violations for the down-time plus several days for process recovery.

Therefore, the proposed transformer will be constructed and ready for service prior to a short period of down-time (2 to 3 hours) to transfer service from the existing transformer.

DISCUSSION: Oklahoma Gas and Electric Company (OGE) provided attached Work Order #7357423 for replacement of transformer #4 in the amount of $57,801. OGE has offered a credit of $15,780 for the existing transformer providing a net amount due of $42,021. Since the relocation is requested by the NUA, the cost to replace OGE facilities must be paid by the NUA. Upon NUA approval, a purchase order in the amount of $42,021 will be issued to OGE. The work is scheduled to be completed in early 2015.
