MB-1314-34; AND RESOLUTION NO. R-1314-41 FOR THE POLICE/FIRE INVESTIGATIONS FACILITY FIBER OPTIC AND CABLING PROJECT.

BACKGROUND: The fiscal year 2012-2013 (FYE 2013) Public Safety Sales Tax Fund budget included funding to renovate the Joe Smalley Center for City of Norman use as the Police/Fire Investigations Facility. On July 9, 2013, the City Council awarded a construction contact (K-1213-195) for the renovations to Downey Contracting, L.L.C. The renovation project anticipated fiber optic connections to the facility and network cabling throughout the building to support public safety computer systems and digital video security and interviewing systems under a separate contract.
DESCRIPTION: The modern public sfafety video and digital computer system needs of the City of Norman exceed those that were originally built into the renovation plans of the "Smalley Center" in 2006. In response to the Police and Fire Department's computer system and digital video needs, a re-design of the network cabling requirements of the facility was performed. Staff of the Information Technology Division solicited bid proposals for installation of the re-designed fiber and cabling systems which were received on August 9, 2013. Responses were received from two qualified bidders:
Dane Electric Company of Oklahoma City, Oklahoma ($111,128)
Trans-Tel Central of Norman Oklahoma ($57,982.07)
Trans-Tel Central was selected as the lowest and best quote. Additional cabling requirements were identified for more security cameras after the quotes were received. The total cost of the Trans-Tel contract is $67,015.16.
