BACKGROUND:  This item is Norman Rural Certificate of Survey No. COS-1213-2 generally located on the south side of State Highway No. 9 and approximately one-quarter mile east of 84th Avenue S.E.  The property is located in the A-2, Rural Agricultural District.
 
DISCUSSION:  Tract 1 consists of 9.93 acres and Tract 2 consists of 9.93 acres.  There are a total of two tracts encompassing 19.86 acres in this certificate of survey.  The owner is requesting a variance in minimum acreage requirements of 10 acres for Tracts 1 and 2 since this is a short section.  This certificate of survey, if approved, will allow the construction of one single family home on each tract.  There is an existing structure on Tract 1.  Planning Commission, at is meeting of October 11, 2012, recommend approval of the request of a variance in the minimum acreage requirements for Tract 1 and Tract 2 and approval of Certificate of Survey No. COS-1213-1, McGregor Estates.
 
Private water and sanitary sewer systems will be installed in accordance with the Oklahoma Department of Environmental Quality standards for Tract 2. There are existing private systems on Tract 1.  Fire protection will be provided by the City of Norman pumper/tanker trunks.
 
RECOMMENDATION:  Based upon the above information, staff recommends approval of Norman Rural Certificate of Survey No. COS-1213-2 for McGregor Estates with a variance in acreage requirements for Tract 1 and Tract 2.
