BACKGROUND: BRB Contractors, Inc. was awarded Contract K-1213-129 on February 12th to complete the vaults for the Raw Water Line project that connects Lake Thunderbird to the Water Treatment Plant. The contractor is finishing the job that was originally awarded to Red Cliff, Inc. Council discussed Red Cliff's lack of progress and threat of pending litigation in Executive Session on February 12, 2013, prior to approving the BRB Contract. Staff issued a notice to proceed for the Raw Water Line Phase I Vaults Project on February 27th, 2013. BRB has worked closely with staff in coordinating their efforts of the 60th street vault shut-down. As a result, one crucial connection was made within a 10-hour time window without disruption of water service to our citizens. It was originally believed that the work from BRB would be completed on or before April 28th. However, additional time is now needed, although there should be no cost increase associated with this change order.
With the backorder of a crucial part and the current rainfalls received, staff is in agreement to award contractor additional days to the contract. One special-order part is necessary due to a misalignment of the installed pipe near the 60th street vault. The fiberglass manufacturer has been contacted and the part is expected to be fabricated over the next 4-6 weeks before it can be shipped to the job site. Though the recent wet weather has slowed construction, it is keeping water demand at a minimum so the next two shutdowns scheduled should not disrupt service to our customers.
