AMENDMENT NO. ONE TO CONTRACT K-1920-71: BY AND BETWEEN THE NORMAN MUNICIPAL AUTHORITY AND HOWELL AND VANCUREN, INC., INCREASING THE CONTRACT AMOUNT BY $27,400 FOR A REVISED CONTRACT AMOUNT OF $221,400 TO PROVIDE ADDITIONAL PROFESSIONAL ARCHITECTURAL SERVICES FOR DESIGN, CONSTRUCTION DOCUMENTS, BIDDING SERVICES, AND CONSTRUCTION ADMINISTRATION FOR THE NORMAN FORWARD COMMUNITY SPORTS PARK PROJECT.

BACKGROUND: On October 8, 2019, the Norman Municipal Authority approved Contract K-1920-71 with Howell and VanCuren, Inc. in the amount of $194,000 for Professional Design Services for the Norman Forward Community Sports Park Project.
Howell and VanCuren, Inc. have met with the Ad Hoc Group for this project to review concepts for an adult softball and youth football facility with an approved project budget of $2,500,000. It has been determined that this budget is not adequate to support construction of this project. On February 10, 2020, the Ad Hoc Group voted to recommend the Council seek additional funding sufficient to complete the entire project.
DISCUSSION: Howell and VanCuren Inc. has proposed additional design fees of $27,400 (see Contract Amendment No. 1) to provide additional services for the Norman Forward Community Sports Park Project. The current design contract with Howell and VanCuren Inc. is in the amount of $194,000. If approved, the revised design contract amount will be $221,400. The additional design fees will include the Conceptual Design Phase only.
Completing these plans will keep the project moving forward in a timely fashion and allow for continued progress should an election for supplemental funding be successful. Should supplemental funding not be acquired, the completed conceptual design plans will be held until such a time as dedicated funding can be approved. A bond election analysis provided by ADG, Norman Forward Project Manager, is attached for additional information.
