BACKGROUND: In recent years, the City Council has appropriated funds in the Capital Improvements Program (CIP) budget for the horizontal sidewalk program. This program allows the City to contract for outside services to repair trip hazards on sidewalks along a predetermined location. In Federal Year Ending (FYE) 2020 City Council appropriated $40,000. This method of repair utilizes tools that allow for a saw cut along the sidewalk removing tripping hazards up to 2 inches in height. This method of repair costs much less than the conventional removal and replacement of panels.

On September 10, 2019, City Council approved the contract to fund the Sidewalk Horizontal Saw Cutting Project by Precision Concrete Cutting of Oklahoma, L.L.C., in the amount of $39,900.

The area identified for this project is along the arterial roads East Lindsey Street starting at east side of the railroad tracks near Classen Boulevard to 24th Avenue SE and along 12th Avenue SE from Alameda Street south to Imhoff Road. This area is shown on the attached map. These sidewalks have approximately 600 identified tripping hazards over a length of 7 miles of sidewalks. Locations identified in the project area that exceed two (2) inches in deflection or damaged beyond this type of repair will be repaired using the FYE 2021 Sidewalk Projects to replace those sections.

Work began in September 23, 2019, and the project was completed by October 9, 2019.

DISCUSSION: Precision Concrete Cutting of Oklahoma, LLC successfully completed the work in the targeted area during October of 2019 with a retainage payable amount of $1,995.
