CHANGE ORDER NO. ONE TO NO. CONTRACT K-1112-42: BY AND BETWEEN THE CITY OF NORMAN, OKLAHOMA, AND SHELL CONSTRUCTION COMPANY, INC., DECREASING THE CONTRACT BY $89,174.13 FOR A REVISED CONTRACT AMOUNT OF $493,087.87 FOR THE 2010 ROAD RECONSTRUCTION BOND PROJECTS AND FINAL ACCEPTANCE OF THE PROJECT.

BACKGROUND: On October 11, 2011, City Council approved Contract No. K-1112-42 with Shell Construction Company for the first phase of total reconstruction projects included in the 2010 Street Maintenance Bond Program. There were four neighborhood streets included in this contract on Johnson Street, Himes Street, Mosier Street and Hayes Street, all located south of Robinson Street and east of Flood Avenue.
DISCUSSION: This contract was awarded to Shell Construction Company in the amount of $582,262. Payments were made throughout the construction process out of Urban Road Reconstruction Program (account 050-9385-431.61-01; projects BP 0341 and BP0342). The project has been completed and on November 16, 2012 staff inspected this project and found it to be complete per specifications. It was mutually agreed to delete one of the four streets from this contract, Hayes Street from Flood Avenue to the Railroad tracks, due to delays on the adjacent Robinson Street Underpass Project and the anticipated disruption to the neighborhood. The reconstruction of Hayes Street will take place in 2013 as part of another contract. Funds are available in the Urban Road Reconstruction Bond Program (account 050-9385-431.61-01; projects BP0341 and BP0342).
Change Order No. 1 includes a net decrease to the contract amount of $89,174.31 or 15.3% for a final contract amount of $493,087.87. This change order reflects the deletion of Hayes Street from the contract and the addition of minor unit price items on Himes Street and Johnson Street.
