Title

CONSIDERATION OF ORDINANCE O-1617-25 UPON SECOND AND FINAL READING:  AN ORDINANCE OF THE COUNCIL OF THE CITY OF NORMAN, OKLAHOMA, CLOSING UTILITY EASEMENTS LOCATED IN THE SOUTH HALF OF THE NORTHWEST QUARTER OF SECTION 5, TOWNSHIP EIGHT (8) NORTH, RANGE TWO (2) WEST OF THE INDIAN MERIDIAN, NORMAN, CLEVELAND COUNTY, OKLAHOMA; AND PROVIDING FOR THE SEVERABILITY THEREOF.

Body

BACKGROUND:  This is a request to close certain existing utility easements generally located within a 150’ by 259’ rectangular area in the southern part of the city.  St. Thomas More Church, the applicant, proposes to expand their current facility, located east of Jenkins Avenue, south of Stinson Street.  The above utility easements are in conflict with that proposal.

DISCUSSION:  All franchise utilities were notified to assess the impact on their facilities with the closure of easements; there were no objections subject to the relocation of their facilities.  The applicants are working with the utility companies and the City for the relocation of the existing utilities that are in conflict.  The applicant will be required to submit a final plat on the property for their proposal; providing new easements for the relocated utilities.  Planning Commission, at its meeting of January 9, 2017, recommended adoption.

RECOMMENDATION:  Although this request is without the submittal of a final plat, staff is not opposed to the request and supports the request subject to the completion of the relocation of the existing utilities and the submittal of a final plat.
