CONSIDERATION OF THE RATIFICATION OF THE DECLARATION OF EMERGENCY REPAIRS TO THE SLUDGE PUMP AT THE WATER RECLAMATION FACILITY IN THE AMOUNT OF $68,638 BY PENTAIR PUMP SERVICES AND AUTHORIZING THE CITY MANAGER TO TRANSFER $68,638 FROM THE WASTEWATER UTILITY SERVICE - ELECTRICAL ACCOUNT.

BACKGROUND: On May 12th, one of two return activated sludge (RAS) pumps was inspected by plant staff due to abnormal flow conditions. Plant staff assessed the issue and found the RAS pump was not sending any flow back to the aeration basin. These two RAS pumps send the activated sludge bio-mass from the secondary clarifiers to the aeration basin at a rate of 6 to 8 million gallons per day to treat incoming wastewater. During normal operating conditions, both RAS pumps are in operation to keep the solids level in the secondary clarifiers under control. The use of the RAS pumps is essential to the treatment of wastewater and maintaining water quality to permit limits. Right now only one RAS pump is operational and effluent quality continues to meet permit limits, but quality is suffering.
DISCUSSION: Under emergency conditions the pump was sent to Pentair Pump Service (manufacturer) in Kansas City, Kansas for repair assessment. The estimated cost of repair quote was received on May 19th from Pentair for the amount of $59,638. This amount excludes shipping and handling costs as well as costs for any associated small parts. Staff is requesting an additional $9,000 to cover these costs and any unforeseen expenses. The normal bidding process was waived as allowed Section 8-203 of the Norman City Code which states "Emergency supplies, materials, equipment, or contractual services which are necessary to maintain operations shall receive prior approval from City Manager".
