BACKGROUND: On May 13, 2014 The Norman City Council approved the 2014-2015 Action Plan for the CDBG and HOME Investment Partnerships Program. Included in this Action Plan was an activity to provide $50,000 for property acquisition for Food and Shelter, Inc. to assist in the relocation of their facility. At that time, preliminary discussions had been held with the Oklahoma Department of Mental Health and Substance Abuse Services regarding purchase of land on the grounds of Griffin Memorial Hospital. These discussions have resulted in the execution of a Purchase Contract between the Department of Mental Health and Substance Abuse Services and Food and Shelter, Inc. for approximately 3 +/- acres generally located northeast of the intersection of Reed Avenue and East Eufaula. The agreed upon purchase price is $75,000. On February 24, 2015 the Norman City Council approved Amendment One to the 2014-2015 Action Plan to increase the budget for this activity to $75,000.

DISCUSSION: The proposed purchase will allow Food and Shelter, Inc. to begin the relocation of their operations from 104 West Comanche to the selected site. The proposed project is still in the preliminary design phase but will include relocation of the existing functions (community kitchen, case management services, transitional housing facilities, etc.). Included in the relocation is capacity expansion of all functions especially the housing resources, including emergency, transitional, and permanent as well as increasing the capacity of the dining facilities.

The selected location is currently undeveloped land that is owned by the Oklahoma Department of Mental Health and Substance Abuse Services and thus is not currently platted or zoned...
