FINAL ACCEPTANCE AND FINAL PAYMENT OF CONTRACT NO. K-1213-184 BY AND BETWEEN THE CITY OF NORMAN, OKLAHOMA, AND RDNJ, INC., D/B/A A-TECH PAVING FOR THE LEGACY TRAIL SOUTH EXTENSION CONSTRUCTION PROJECT.

BACKGROUND: On 23 April 2013, City Council accepted Request for Proposal No. RFP-1213-68 and approved Contract No. K-1213-184 with A-Tech Paving for the Legacy Trail South Extension Project for the Parks and Recreation Department. The total bid was in the amount of $316,830.25, seventy-five percent (75%) of which was funded by an Oklahoma Department of Transportation (ODOT) Transportation Enhancement Grant. This project included a base bid for the Legacy Trail construction along Duffy Street and Asp Avenue and the sidewalk reconstruction along the east side of Jenkins Avenue. Additionally, the bid included curb and gutter re-construction on Jenkins Avenue, Duffy Street and Asp Avenue, replacement of the existing obsolete pedestrian light poles with new fixtures to match the existing trail, and street trees were planted.
DISCUSSION: Construction on the Legacy Trail South Extension Project began in May 2013, and partial payments were made throughout the construction process. Parks and Recreation and ODOT staff met the week of 13 January 2014, did the final inspection and found the project complete as per specifications. The Project Budget was expended during the project from the following accounts:
$61,950.57 - Legacy Trail South Extension, Construction (050-9834-452.6101-PR0044)
$253,240 - Legacy Trail South Extension, Grant, Construction (022-9834-452.6101-PR0044)
$1,639.68 - Legacy Trail Improvements, Construction (050-9943-452.6101-PR0120)
RECOMMENDATION: It is recommended that City Council accept the Legacy Trail South Extension Project as complete and authorize final payment to A-Tech paving in the amount of $28,494.40.
