SUBMISSION AND ACKNOWLEDGEMENT OF RECEIPT OF OKLAHOMA DEPARTMENT OF ENVIRONMENTAL QUALITY WATER LINE PERMIT WL000014190295 DATED MAY 6, 2019, FOR PROJECT WA0242, 42-INCH WATER TRANSMISSION LINE ALONG ROBINSON STREET FROM THE WATER TREATMENT PLANT TO 24TH AVENUE N.E.

BACKGROUND: On September 11, 2018, the NUA approved Contract K-1819-59 with Freese and Nichols to design the portion from WTP to 24th Ave NE. This project consisted of approximately 1,965 lineal feet (LF) of 42-inch PVC, 2,550 LF of 6-inch PVC, 245 LF of 30-inch PVC water lines along with a large concrete valve vault.
On May 14, 2019 the NUA approved contract K-1819-126 with McKee Utility Contractors, Inc. in the amount of $1,458,063 to construct said project. Construction began May 22, 2019 and was substantially complete in February 2020. Final inspection was performed on March 16, 2020.
DISCUSSION: As part of the project requirements and per State regulations, a construction permit from the Oklahoma Department of Environmental Quality (ODEQ) was required. The plans and specifications for the project were submitted to the ODEQ on April 12, 2019, and the plans and specifications were approved and the permits were issued on May 6, 2019. As noted on the attached permits, the ODEQ requires the permits receipt to be made a matter of permanent record in the City Council’s minutes.
RECOMMENDATION: Staff recommends that the receipt of ODEQ Permit, No. WL000014190295 dated May 6, 2019, be noted and made a matter of permanent record in the minutes of the Norman Utilities Authority.
