BACKGROUND:  On June 22, 2010, Norman Utilities Authority (NUA) approved Contract No. K-0910-185 with the Association of Central Oklahoma Governments (ACOG), to coordinate a study of the Canadian River as required by the Oklahoma Department of Environmental Quality (ODEQ). NUA approved Amendment One, extending the contact through June 30, 2012 on February 14, 2012.
 
The NUA has partnered, through ACOG, with other communities which discharge to the Canadian River to study impacts on the river water quality.  A consultant was selected who has completed a plan for sampling and testing, the Quality Assurance Project Plan (QAPP).  EPA, Region 6 in Dallas, approved the QAPP on March 25, 2010.  Beginning July 1, 2011, the consultants collected field samples for testing from selected sites along the river.  They submitted an interim report of modeling progress to ODEQ during October 2011, then to EPA in December.  EPA comments were received April 11, 2012, and it is currently being finalized.
 
DESCRIPTION:  ACOG is only allowed by its charter to contract for a single fiscal year. Therefore, the contract needs renewal for Fiscal Year Ending (FYE) 2013, or through June 30, 2013.  By that date all work should be complete and the project closed.  The only change by Amendment 2 is the time extension.
 
RECOMMENDATION:  Recommend NUA approve Amendment No. 2 to Contract No. K-0910-185; and authorize the execution thereof.
