CONSIDERATION AND AWARDING OF BID NO. 1415-8 FOR THE PURCHASE OF INLET FRAMES, GRATES AND CURB HOODS FOR THE STREET MAINTENANCE AND STORM WATER DIVISIONS.

BACKGROUND: The City of Norman Street and Storm Water Maintenance Program utilizes on a frequent basis inlet frames, grates and curb hoods in storm system installations. Quantities of the materials purchased annually vary depending on individual project scope and unscheduled repairs and maintenance activities. A total of 52 inlet frames, grates and curb hoods were purchased in FYE 2014.
DISCUSSION: Bids were sent to three vendors and Bid Number 1415-08 was opened on September 18, 2014 with only one (1) vendor bid received for inlet frames, grates and curb hoods. Other vendors report that they are either too busy or that this contract is not large enough to warrant their bid. One other bid was received, but it was submitted after the published deadline. The average unit price of the materials has decreased from the 2014 bid price. If approved, the purchase contract for the materials is effective through October 31, 2015. Funding for inlet frames, grates and curb hoods is provided in General Fund accounts for regular maintenance and operation and in Capital Fund accounts for capital projects.

RECOMMENDATION: Staff recommends that Sections 1 through 7 of Bid No.1415-08 be awarded to Ferguson Waterworks (Oklahoma City OK), as the only qualified bid submitted.
