BACKGROUND: On January 3, 2013 a pickup truck was involved in an accident traveling north on I-35. The vehicle left the road and hit the south wall of the well house on Well #20, causing extensive damage. On January 4 the well house was demolished and removed for safety.

Poe & Associates is under Contract No. K-0910-61 approved by the Norman Utilities Authority on August 25, 2009) with the Norman Utilities Authority for work on an hourly basis, and is also the engineer who designed the well houses for Well Nos. 50 through 61. Staff therefore selected Poe & Associates for this design and a "not to exceed" estimate of $10,700 was negotiated for design of a new well house. On January 31, 2013 the Norman Utilities Authority (NUA) approved the design and expending funds from Other Miscellaneous (account 031-5535-461.42.99) for that purpose. Plans and specifications were prepared and bids were received on June 27, 2013.

On September 10, 2013 the NUA approved Contract No. K-1314-7 with Associated Industries, Inc. to reconstruct the well house in the amount of $92,000. The project began on September 19, 2013 and was scheduled for completion by January 29, 2014.

DISCUSSION: Work was substantially complete by early January, and final inspection was conducted on January 30, 2014. Four minor items were noted and the contractor corrected all items satisfactorily. Delivery of materials delayed some of the work for a short time, and final inspection for acceptance occurred on February 10, 2014. The well is back in service.
