BACKGROUND: The 2012 - Moving Ahead for Progress in the 21st Century (MAP-21) federal transportation funding bill allocates approximately $20 Million in Federal funds per year for the implementation of eligible transportation improvements in the Oklahoma City metropolitan area. New traffic signals along federal functionally classified roads are eligible for 100% federal funding.

On November 27, 2013, City Council adopted resolution R-1314-58 requesting federal funds for the construction of the new traffic signal and its interconnection to signals along Rock Creek Road, between Porter Avenue and 12th Avenue NE. The project was submitted to the Association of Central Oklahoma Governments (ACOG) with a request to include it in the Regional Transportation Improvement Plan (TIP). This request was approved in June of 2015 by both the Intermodal Technical and Policy Committees of ACOG. As a result, transportation federal safety funds to pay for 100% of the construction costs were secured in Federal Fiscal Year 2016.

The need to signalize the intersection and to interconnect its operation to other nearby signals along Rock Creek Road (Porter Avenue and 12th Avenue NE) was established earlier in the year when the traffic volumes and the frequency of collisions reached levels that met the pre-established minimum thresholds used for justification of new traffic signals. City Council approved funding for engineering design in the FYE 2015 Capital Improvement Budget. Traffic impact fees have also been established for nearby private developments which contribute to the increase in traffic.
